Mini Chocolate Peanut Butter Whoopie Pies

I'm new to baking. All I could find at my grocery store that was dutch-processed was Hershey Special Dark Dutch & Natural Cocoa. After I made these cookie-cakes, I tasted them by themselves and they tasted flat -- I can't find a better word to describe it other than flat; it tasted like the chocolate wasn't activated (if that makes sense). Was the cocoa I used the problem? Or is the cookie supposed to taste like this?

Measuring in Advance?

I just started cooking and everything seems to go so fast when cooking! Is it common to measure and cut everything before the first thing goes on the heat? When watching cooking shows I see that the host has everything in little dishes before they start cooking. Is that what it's like in the real world?
