Need a Japanese Negi Rice Bowl Recipe!

Can someone help me throw one of these together? I've a friend coming over for dinner that's fanatical about this dish. I know its simple but I'm thinking proportion is everything. BTW, the version I'm speaking of has scallions, bonito flakes, seaweed, radish sprouts...I can't find it anywhere on the web!
