When does a nonstick pan become unsafe to use?

My Mother, for some reason I still don't understand, decided to use a paring knife to slice mushrooms in half...in my nonstick frypan while she was cooking. Now there are scratch marks all over it. Is it unsafe to use? If not, when does it become unsafe and why?
