Jalapeño peppers

I read somewhere or saw on TV that the jalapeño peppers that we commonly see have been bred to be less spicy than they are naturally. Has anyone else heard this or can offer some insight? Through experience, it seems that jalapeño flesh (excluding the seeds) aren't as spicy as I once thought. Is it me or the pepper?
