Freestyle cookies come out like stiff, thick, gluey sponges?

Whenever I try to just throw the appropriate ingredients together and make a cookie, I come out with thick, gluey sponge-like things.

Last night I combined sugar, all-purpose white flour, oats (one oatmeal packet), veg oil, salt, soymilk, cocoa, and baking powder until thick. Even the dough seemed really gluey. I know I'm leaving out eggs but I can't imagine that they'd fix all my problems.

What am I doing wrong??? I want soft, melty cookies :(
