Mochi ice cream balls

I design and supply ice cream frozen desserts for local restaurants, one of my customers requested mochi ice cream balls for his menu.

I have been trying to make it, but is comes out like rubber.....can actually bounce! Is it supposed to be like that or am I doing something wrong?
