fennel fronds

I'm new to Serious Eats and know zero about fennel. I came across a recipe for fennel fronds. I know what the fennel bulb is but what is the rest of the fennel? What are the fine threads of the bulb (that looks like dill)? what can I do with the rest of the fennel (not the bulb)? I do not like to waste anything I cook? Thanks
