Forbidden Black Rice

I just bought a bag of "Forbidden Black Rice". There are instructions for cooking it on the bag, but having Googled various preparation methods, it seems that methods vary. Some call for soaking. Some don't. Amounts of water and cooking times vary too. When I'm doing short grained brown rice, I find that 1 cup of rice takes 1.75c of water on the stove top for about 45 minutes (and ten minutes of sitting after) with good results. Would that work here? Also, I do not have a rice cooker.
