Water.
No, really.
If you quit drinking calories and switch to plain old water, you're ahead of the game. AND some people are so out of tune with their bodies that they mistake thirst for hunger. So they eat food when what the body is saying is "I'm thirsty."
I'm not suggesting that you drink water instead of eating, but it does serve a purpose.
Also, I'm not particularly fond of the full/overfull feeling so looking for something "filling" isn't on my radar, so I can't help with that. I'm more interested in scratching the culinary itch with something that I enjoy. So a little bit of something decadent would be much more satisfying to me than a plate full of really filling but tasteless hay.

Veggie sticks. Celery, carrots, peppers, cuke, cauliflower, broccoli etc. Even if you HAVE to have some sort of dip you can get or make one fairly low-cal and use it sparingly.
I can eat piles of these with no ill effect on my weight (I don't use any dip/spread) and they are very filling.
A nice slice of a whole grain bread can be good too. No butter or other bad stuff on top, just plain. Very filling.
Glass of skim milk.
Looking for websites for low cal foods says you want things that are processed or prepped snacks though? No ideas there. ESPECIALLY for low-cal foods I would never turn to anything processed or chemically fat/calorie reduced. Yuck.

strawberries always seem to fill me right up
i think its best to not worry so much about calories, and worry more about health
fruits, veggies, and dry roasted, unsalted nuts are super great for snacking. i also love apples with almond butter or nice bowl of oatmeal with fruit!
i think those snacks are usually really filling! :D and fruits and veggies tend to be low in calories. (nuts are not, but they are packed full or nutrients and good fats, and are pretty filling, just remember to only eat about a handful)
oohhh a really filling low cal thing is spaghetti squash. i think an entire cup is only around 30 calories, but its just as filling as normal pasta .. mmm

konnyaku/shirataki. that stuff has no calorie. It's a popular diet food in Japan.
I was addicted to nori-flavored shirataki salad (with non-fat dressing) when I was in hs.

Eh, but now I'll answer the question you asked and get off my soapbox. Raw veggies. Any and all of them. Not only are they good for you and filling, they also take time to eat, so if you're the type that keeps eating while everyone else at the table is eating, you'll end up eating less if you've got a giant salad of raw veggies next to your dinner plate.
Oatmeal is good, too. Lots of fiber.

Popcorn! Of course this depends on whether or not you slather it with butter. I think there are ways of spicing it up without butter (old bay, salt, etc...) which can help keep it low calorie.

Tea, if you're bored with plain water! Invest in an infuser and some nice loose-leaf teas. I've got quite a collection and, if you don't add any milk or sugar, it's calorie free, but can still be as sweet as a dessert and the warm liquid is filling. It also forces you to slow down for a while and let your body figure out if it's really hungry while you drink it.
Also seconding raw veggies and most fruits. Though I personally find that if I eat certain high-fiber things (carrots and apples, for example) I feel HUNGRIER because it revs up my digestive system. I also have a weird digestive system so that's probably not true for everyone.
I think I tend to go for something that'll slow my eating down as opposed to fill me up - like the tea, or edamame (can't scarf it down if you have to remove all the beans from the pods), or even kumquats - they're so intense that a couple will curb that snacky feeling.
VerySmallAnna at 1:49AM on 05/30/09
I second edamame--very good and filling. Also popcorn, I put Cavender's Greek Seasoning on mine and it's delish!

You eat to live. Got that? There is no "right" and "wrong" here. When it comes to eating, moderation is THE TRUE VIRTUE. A fascination with calorie counting make you miserable and shorten your life by a considerable margin.
Grumpy Old Man at 2:34AM on 05/30/09
Someone beat me to kumquats already. Seriously, you only need one or two. I quarter mine. They are intense enough to let you take the edge off between meals without eating so much that you're full before dinner. Plus, I think the citrus oil in the peel helps with feeling satiated.

PICKLES!!!! I didn't realise how low calorie they are until I sat there gnawing at them staring at the jar bored out of my mind. very filling.
@verysmallanna: I am always hungrier after fruit too. The acids and sugars trigger the release of digestive enzymes which do in fact "rev up" the system. It's not just you!
i8alot at 12:26PM on 05/30/09
I use baby carrots, dried apricots and dates, edamame, popcorn, and WW ice-cream bars for snacks. Just recently discovered the edamame - it really satisfies the need to munch without adding anything bad to my system or crashing my diet.

this question reminded me of this website:

which i think is totally neat and had forgotten about until now!

@Giasbash6260 - Your search for "extremely" low cal foods makes me a little nervous. As someone who struggled with an eating disorder for years and knows this well, swapping good, healthy food that gives you energy for celery sticks and pickles just isn't healthy. Why don't you try to make your meals more filling by choosing foods with higher satiety if you are worried about snacking? Or you can bump up your exercise a little bit to compensate for extra snacking if you're trying to lose a few pounds. There's never a quick or easy fix to lose weight, but there are definitely smart ways to do it!
nosillak at 9:00PM on 05/30/09
I,m with nosilak, no calories mean no energy to drive the human engine. A head of lettuce will fill you up with very few calories, but does it give you any satisfaction? Food is fuel for the body. Eat wisely, not trendy.
dmcavanagh at 11:39PM on 05/30/09
dbcurrie, you stole my answer. :)
blizcheetah at 6:06PM on 05/31/09
Google negative calorie foods...they're all healthy as hell and you can eat an unlimited amount.
bessfour at 6:45PM on 06/02/09
What @nosillak and @dmcavanagh said. Drastically lowering your caloric intake is only going to slow your metabolism down to starvation (read: store more fat!) mode. How about instead of that, trying to get the most nutritional bang for your buck in most everything you eat? Like, whole grains instead of refined, etc.
