yucky worms!

This is kinda gross...I was looking in the pantry tonight to find something to serve some stir fry over and found those awful little worms in two things! One was an unopened package of quinoa and the other was a bag of Trader Joe's mixed grains, previously opened but with the top of the bag rolled tightly down and secured with an elastic. I had the same issue with an unopened box of pasta a few mos ago. I try not to let things hang around too long, esp after they have been opened but the pasta and quinoa were unopened (and not all that old)! Does this mean the worm eggs are already there? How to they get in? Is there something I am doing wrong? I am really pretty grossed out and let me tell you I looked long and hard at the bag of rice I opened (those yucky little worms look alarmingly like brown rice!)
I know this is not a very pleasant topic but I am wondering if anyone else has similar issues or has any advice on how to avoid them. I keep opened bread crumbs and flour and things like that in airtight glass or plastic containers but I thought things like pasta and rice were ok, esp before they were opened.
