Tea Lounge in Manhattan
I am looking for a place to have people get together and try new teas while listening to a short oral presentation. A rough count is about 30 people. I've looked into T Salon in Chelsea Market but don't know much more on it. Suggestions?

Check out Gramstand in the East Village. They've got a space downstairs that may be able to accommodate a group that size.

That's a big group for a tea party. You might try Alice's Tea Cup and book it under a corporate event style.

The Tea Spot on MacDougal St... They have a basement room, but I fear it may still be a little small for your needs. A great place to try anyway, though.
