You have to go to Galway Bay for Brunch. They have the best brunch in my opinion (I live in annapolis and have tried them all). They are an Irish Pub/Restaurant in Downtown near the Statehouse (on Maryland Ave). The Gailic Toast (their version of french toast) and Traditional Irish Breakfast are wonderful. They also have an eggs benedict with crab meat that is also fantastic......
If that isnt your thing then try The Chart House. They have a buffet style with so much seafood you wont know where to start. This is more upscale and expensive then my other suggestion.

Grab a lunch to go and sit out watching the harbor. Now that's a brunch I can do!

Eat crabs for brunch! If you're in Annapolis, you have to go to Cantler's and sit out on the porch and eat MD blue crabs loaded up with rock salt and Old Bay. You can order fries and steamed shrimp and fried clams as sides, if you must.

Carrol's Creek in Eastport is probably the best. Rockfish is quite good. Boatyard is more casual but nice. Chart House has some of the best views from the bar/lounge area. Sam's Waterfront is nice but overpriced; the view there is great and the staff has been first rate. Wild Orchid is also nice but overpriced; parking is difficult and the view is of walls and fences. Many people love McGarvey's but it is too loud for my taste.
Osteria 177 on Main Street is great for dinner - I haven't had brunch there. I'm trying Severn Inn next weekend.
In addition to being a chain, Ruth's Chris moved in on top of Annapolis sailing iconic restaurant Marmadukes and should be avoided on that basis alone!
