Let's make vinegar. maybe.

So I have a quarter bottle of TJ's white balsamic vinegar with a large floaty white thing in it that looks like a jelly fish. Rumor has it this is something fab and its called "the mother".

Poetic and all but what the eff do I do with this thing? Am I really missing out on the 8th wonder of the world if I pitch it? Anyone jacked around with making vinegar before?

My mom is a vinegar fan, and has a big glass container with a mother in the dark side of the kitchen.
As far as I remember, the mother is in a 2 gallon container filled with spring water, an apple cut in pieces and half a pound of brown sugar. Then you just wait for the mother to do it's magic, just keep it away from direct sunlight, and keep it covered otherwise wild yeast and bacteria may get into your vinegar, spoiling it. Once the apple has disintegrated and the brown sugar is gone you are left with apple vinegar.
Then you repeat the process for a new batch of vinegar, be careful not to wash the mother. With time the mother will grow, not a biggie, you can take pieces of that and give it to your friends for them to start their own vinegar production.

Sorry @ktonltd, and with all due respect to your mother, I not sure about vinegar made from water. Although I suppose that's where white vinegar must come from. Now apple cider, wine, sherry, champagne ... those make tasty vinegar.

You can buy a jug with a spout at the bottom - for pouring off the finished vinegar. I've seen them online at Sur La Table. And NapaStyle's online catalog has a ridiculously pricey one. Put it in a dark corner, add your leftover wine to, and let it do it's thing. There are lots of websites about vinegar-making ... just google "home made vinegar". If there is a beer-brewing supply shop in your neighborhood, they usually have supplies and books about vinegar-making too. It is a fermentation process after all.
