I've been consistently disappointed with the festival over the last 5 years. Its nowhere near as good as the specialty ethinic food festivals in the city.

Well, sad. I just moved here and was looking to check it out. What upcoming festivals would everyone recommend?

It's not as good as it was 25 years ago, but the Ninth Avenue Fair is still worth a visit. Yes, most of the food is the same third-rate crap that you see at all of the other street fairs. But there are some very good restaurants in the neighborhood that participate and are worth seeking. Also, at the south end, near Port Authority, there are some food old-style ethnic food stores that offer excellent seafood and barbecued meats. Check out the barbecued quail stuffed with feta and herbs. That alone is worth both the trip and the effort to eat it. My personal rule: only eat things that you don't see at other street fairs or foods that you can't find everywhere else. You know, your garden-variety junkfood.
