Shredded paper and lint, yes.
Latex balloons? Not in my compost pile.

Is it better to simply pee all over the compost pile or jar and pour?

Will take the latex quite a while to break down, even though it's organic.
It would be better to recycle most of the cardboard, which will also take so long to break down it will interfere with the practical operation of your pile. Our solid waste district recycles glass, paper, and plastic, and collects compostables separately for composting.
There are compostable toilets, and if you're that committed you might as well get one. Animal products tend to lead to smelly compost piles and attract more varmints.

I just spent more money than I care to say on an exterminator, and I don't compost. I certainly am not adding more bugs and things that attract bugs to my property. I do recycle and use an electric lawn mower and drive a tiny, fuel efficient car.

I'm a lazy composter, meaning that I just throw organic scraps in to a pile in the yard. I've never seen an uptick in bugs. Don't worry about it.

@HeartofGlass, keep the compost bin away from your house and bugs should not be an issue. Keep meats, fats, and any other animal products out of the compost bin and you'll never have to worry about odors, bugs (in the house), or animals (e.g. raccoons, birds, mice, etc.).
